Gpu won't show display and no spinning fans

Hello,

 

My rx 570 wont display video and the fans don't spin. The only hope I have in the card is that gpu led1 is on so i think it is getting power and I know its only the gpu cause I tried it on another build so if there is any fixes please help me i want to get back to gaming and to know if its dead or not, please and thank you
