Could drop the m2 down to a samsung l, it's popular for a reason

 

650watt PSU should be enough, gaming can't make use of multi GPU systems so you can scale down the headroom to ~100watts surplus

 

If you want to save more money scour eBay, Craigslist, & OfferUp for used PCs & parts. Odds are if aesthetics aren't your thing you can pick up an ATX case for <20$. I found one for free (an older gen cooler master case).

You are using a $150 75Hz monitor with an RTX 3060. I would not cut this corner.

 

Take advantage of that 3060
