psu fan way too loud when idle

bought a evga bq 650w from microcenter the other day, and once I plug it in for the first 10 minutes of being idle, the fan is normal. any thing after that is when it gets very loud.

What is your build?  Include any fans, whether or not they're RGB, lighting strips, etc.

ryzen 3700x, 1660 super, corsair vengenace 16gb ram, some western digital m.2, corsair h100i. in a lancool 2 case while using all the fans it provides with positive aircooling.
