Decent PC, good FPS, stuttering.

Specs:

i7 10700F

MSI RTX 2070 SUPER

16 GB RAM 3000 MHz 

B460M motherboard 

 
 

My temps are normal, CPU and GPU usage is normal, FPS is how much this system should perform, not all games but some games stutter and i get decent frames to so idk why.

 

For example Witcher 3, BIOMUTANT, Grand theft auto 4, Car mechanic simulator 2018, mafia 2 etc.

Try changing the power settings to Ultimate or High performance, if it doesn't work try using the balanced power mode, it might help.

It’s always been on balanced, but won’t changing the power settings make the pc work more in idle?

I had stuttering issues when I was using a slideshow wallpaper in windows, and turning it off fixed it.
