If you're using Windows 11 you can delete it in Settings > System > Storage, press on Temporary files, check old windows files and press Remove files above the checklist. As for the purpose of it - read above.

what is this windows old folder for, and can we delete it ?

Windows.old contains a restore point for when you've updated to a new Windows version (i.e. the semi-annual updates like 20H2 for Windows 10).

If you delete it, you can't roll back to the older version. It should remain in place for 30 days and then be cleaned automatically.
