Depends what your local market is like and how hard it is for you to get something fro somewhere else.

With the current pricing of cards it's not entirely unreasonable.

It's only OK pricing in the current bonkers environment of scarcity. A year ago you could get a 980 ti for under $200 easily. 

 

It performs slightly worse than a 1070, about the same as a 1660 Super depending on game while drawing way more power.

I would say thats bit high if you are in US. Our used markets sell them for €300-350. But also as low as €240. And this is country with VAT 24% for new hardware.

I am from India....its very hard to even find a graphic card other than gtx 710

A card I recommend as a stopgap that can be obtained reasonably cheaply (on US eBay there's lots for $50-75) and can actually play some "relevant" eSports-type games is the Radeon 7770.

You should mention that. The thing with currencies and countries is that it really matters when you think if something is worth something. For your prices and general income, that might actually be good price. I think paying $60 equivalent for GTX 660 isn't. I sold my GTX 560Ti for €50 4 years ago during the previous mining graze.

People here are thinking like they got the opportunity to earn... Selling old unused gpu at double or triple the price..

I'm in a critical situation to get a pc soon....but very bad time to build a pc now...🥲

I understand, believe me. My GPU died week ago. Thats why I have very latest and good data on this country's used markets as I'm looking at what I could buy. Currently debating a bit whether I should contact 1060 3Gb or 6Gb sellers. There's €50 price difference.

Depends largely on budget, but I'd aim for at least 1440p.

Currently GPU pricing is on downward trend, i suggest wait a few more months if you can. 

 

If you're desperate, try haggle the price to under $300. The card is still capable of 1080p gaming.
If it a reference 980 Ti, try bring it down to $250.
