If you need more speed, replace the CPU with a faster one with the same TDP or buy a faster Mac.

Even if there was software to do so, the thermal constraints you're working in are so limited you'd probably run into thermal throttling almost immediately eliminating any gain you would otherwise see. 

 

Complete waste of time to pursue that IMO.

^ This is probably correct.  Apple rarely leaves headroom in the boxes, so you won't get too far.

The simple answer is no. You'd run into other issues if you were able to do so.
