PC Shutting down as soon as it starts

Hello.

This is my first post here.

My PC shuts off immediately after the power button is pressed. The lights come on for a second and then it shuts off. And then it doesn't respond when you press the power button again
I cleaned the entire PC and disconnected and connected every wire, still it isn't turning on.

Is my CPU dead or is the power supply dead?

How do i verify what is the problem?

 

Specs:
i5 7600k

Asus Z270e

16gb corsair ram

Asus strix 1070

Corsair VS650 PSU

NZXT Kraken Cooler

Pull out the 24 pin ATX connector from your motherboard and follow the steps hown here and see if the PSU fan spins https://help.corsair.com/hc/en-us/articles/360025085372-How-to-Test-a-power-supply-unit

I tried this and the PSU works perfectly. The fan is spinning

Have you checked your CPU cooling? Might be a bad PSU or a throttling CPU?
