TDP usually to measure max heat generated from the cpu, not the power usage.

65w tdp cpu can use up to 120w of power.

No it is not always use 100w, when idle usually around 20-30w, and if you use low power profile, it only use 10w.

Depends on the load.

No, that means when you took that SS it was using 32.82. The lowest reported wattage was 31.32 and the highest was 52.04

maybe, I don't think it as accurate as tools that you plug inbetween the wire connections to get a reading.

but I think they maybe did a video if it was when Nvidia released their testing tools?

Else it might be right that its around 33 W for the CPU, with those other numbers showing min and max.

The processor is constantly turning cores on and off or reducing the frequency of individual cores, if they're not used or the cores have low usage.

 

This means the power consumption of a processor varies all the time, from 5-10 watts while in Windows typing something in Word or on this forum to 100w or more when doing something very cpu intensive.

The TDP is a way of expressing how much heat a cooler must be able to dissipate... the TDP 65w says the heatsink and fan must be so configured so that they can dissipate 65w worth of heat.

The processor can consume more for short periods of time, because it takes some time for the heatsink to rise up from warm to hot and decrease its cooling efficiency so the processor can consume 100w or something like that and if the cooler can't keep up, it can reduce frequency of some cores or even turn off cores to save power and therefore produce less heat.
