Fan Case Issue

So I just finished my first build that took 6 months because of the gpu shortage. So I finished up my build and boot everything up and all of it but one thing went good.
One of my pc fan cases decided to not spin. Thought it was either a mobo or fan issue but tested a few things out.
Regarding the motherboard I disconnected the fan and plugged my other fan in it and it spun perfectly fine.
I then tested out if it was the fan and I unplugged it and put it in another sys_fan slot and when I booted my pc it didn't spin.
So I tried one last thing which was that for a second I unplugged and then plugged it back in and then it started spinning at the speed curve I set in the bios.
So the only way for the case fan to spin is if I boot my system, unplug, then plug it back in every time. Which is pointless to do and have heard it can cause issues. So I was wondering what would be the cause of this issue.
