msi rtx 2070 aero cooling issues

Once i start a game like, the Witcher 3, or Borderlands 3, my gpu Fan starts out normal but after a few minutes it ramps up to full speed for a few seconds. After that it goes back to normal, only to ramp up to max a few minutes after.

 

Cleaning and tinkering with my fancurve of my Case and Gpu did not help.

 

Is there any other option i have to get the gpu to be quiet ?

Or are there any options to swap out the cooling system of my GPU relatively inexpensive ?
