Grounded monitor pls help

So here's the problem, When I opened my PC there was a ground on my PC case so I thought something was wrong with the PC itself but it turns out that it was the monitor that has ground and the electrical current runs through the PC, I tried to buy a new power cord but its still the same.

Can it be fix by the local repair shop?
