I have alot of storage already and I'm not including the gpu in the budget until prices have gone down, I plan on using the stock cooler for a while until I upgrade it.

Well compared to that psu, this one is better, and relatively cheap for its quality.

It all depends on the model, you can't really sum up an entire PSU provider like that.
