One thing I would do is upgrade to an 11th gen intel or downgrade your NVME to 3.0.

 

10th gen intel can't use pci 4.0

Also you can find that cooler on sale every other week on new egg for much less than $156, just something to bear in mind. You could save like $20

 

I want my budget without the GPU to stay around the $1300 mark, currently I'm going Intel just because of stock
I would just run integrated graphics in the meantime while I wait for a GPU.
Let me know If I should change anything or add something

And if the list is public I'm not sure.

Define "buying soon"

Prices are in constant flux (usually upward bound) so if you are going to buy say, 3 months from now, your part list will no longer be valid.

Wouldn't it be better to go 11th gen intel because integrated graphics are way better?

You cannot use the m.2 slot as the processor is not 11th gen. The m.2 slot will be disabled unless you get a 11th gen intel processor. Change the processor to 11600k. That's the best for the budget right now
