Go with @davemc's build, but drop the HDD, or replace it and the 128GB SSD with a 256GB SSD.

Anything modern is not going to run well if at all on that cpu.

Well, in a business world (read: gov't) someone who needs to fix an old system that runs something custom, and can't afford to chuck the whole system, and hey, it's taxpayer money anyway so who cares? (I work for the gov't, this is how they think)
