Generally speaking, "bass boost" would come from some form of equalization. Most of the time, when applied to speech, it doesn't sound good- it's just extremely annoying.

 

Use EQ sparingly. Sometimes I put a low-cut on speech, depending on the microphone used. In general, if you're making drastic boosts or cuts with an EQ, there's another problem that you need to solve. EQ is not a solution for an inappropriate microphone or poor placement. 

 

I looked at the video very briefly and all I heard was extreme distortion. I don't see why anyone would want to do that for a speech track.
