Help Upgrading My ~6 year old PC

Budget (including currency): ~$500(US)

Country: US

Games, programs or workloads that it will be used for: LoL, Coding for school, and Just general Performance upgrade. 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Mostly looking to upgrade CPU, MB and Memory. 

i5 4460 3.2 Ghz

Gigabyte GA-Z97X-UD3H- BK

Kingston 16GB DDR3 1866 

GeForce GTX 1060 SSC 6GB

EVGA SuperNova 850W G3 80+Gold 

P.S. I have some trouble with internet issues where it will randomly disconnect when first started over ethernet connection.

we dont entirely need a picture of the current components but you could opt for a simple am4 upgrade for now so you have room to drop a better cpu in it in the future.

You could get a decently budget B450 motherboard (might have to buy used), or a decent new B550 motherboard like the Asrock B550 Pro4, and pair that with something like a Ryzen 5 3600. Arguably this has better upgrade potential and somewhat better futureproofing, but if you'd like good performance now, an i5-11400 and B560 will do that relatively cheaply.
