Laptop for power efficiency

Hello guys, 

So I'm searching for suitable laptop for my uncle. Here are the requirements:

1. Battery should be able to last as much as possible (That's why I want the CPU to be AMD since I know they are more power efficient)

2. It should be capable of 144hz video streaming (the idea is no matter the screen he will be able to plug an external monitor and use it at home for films/work. He just wants good image quality) 

3. If possible an m.2 SSD would be great, or a fast one. 

4. Last but not least the money he is willing to put is around 1300 USD

So far the best I've found is that oneThe laptop won't be used for games, so I'd be glad to cut down on the price if possible

The laptop you've picked out for him "ASUS TUF Gaming FA506II" isn't gonna live long on a battery, 2 hours tops.
Anyhow, your uncle should consider a new M1 MacBook Pro or Air for his use-case. Unless he is bound to Windows by some special software he uses for work.
Now going by your points:
1) They are vastly more power efficient (talking about easily having 8hrs of battery life or more) 
2) The display is 13.3" 2560x1600 IPS 60Hz 500 nits Pro / 400 nits Air. Image quality is great. Connecting a 144hz (you didn't say at which resolution) monitor is possible, but you will have to buy a right cable. Connecting more than one monitor is also possible, but requires more dongles.
3) Comes with fast SSD (~2500MB/s read, ~2100MB/s write, sequential).
4) They fit in his budget. Though I personally would probably choose Air with 16GB (8GB upgrade) RAM for 1200$ and buy a large external drive for more storage if needed (because to upgrade from 256GB SSD do 512GB SSD would cost another 200$).
