Depends on the closet. If the closet is closed off, you want a fan bringing air in and another on exhausting out wherever it is convenient. The intake should be close to the device, the exhaust can be someplace else as the fans. Depending on the closet's size I would use 2x 200 mm fans with a dust filter on the intake side. If the NAS is being accessed only for short transfers, you probably can get by without any fans. Make sure to compare the temperature outside and inside to see if you need to cut holes for fans.

I got this closet from office, it has shelfs in it. It was made for documents and it is fully closed off. I would like to run on NAS VM/s. So should I drill holes for 2 fans? How do I power them?
Will it be more silent than keeping NAS on the top of closet?

If it is a low-powered device and won't be under heavy load, you should be okay. It should have failsafes where if the CPU gets too hot, it will automatically shut down. Would you be able to add a small vent to the closet door? You may be able to dampen the HDD clicking sound and vibration in general by putting a towel or soft cloth under the PC.

I would not be able to add vent to the closet door. I can only drill in back of the closet.

I mean, it won't hurt anything if you maybe want to put holes in the back and pull it away from the wall a few inches. I can't tell from the picture if the cabinet has a backing to it or if the white is the wall?

Agreed. I seriously doubt it will overheat on its own unless the room itself gets very hot. Personally, I wouldn't mess with drilling holes unless it was absolutely necessary.

You could run them off fan headers on the motherboard if you're into a little bit of modding. Make the power cables for the fans longer if needed.
