Budget (including currency): 

Country: $1000 usd. But would kind of just want a good, better, best while keeping some parts

Games, programs or workloads that it will be used for: want to video edit and render quickly with no frame drops. 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

ram is a single 16 gigabyte stick clocked at 2333mhz? To clarify this is my current setup I have a 500g Samsung 870 evo and 8 terabytes of hard drives. I’m worried about messing up with my motherboard

It would probably be ideal to upgrade to a i5 10400F/11400F and a decent motherboard, that would cost around 250$ or so. As for the GPU, if you want to upgrade that as well, I'd suggest waiting since with the current supply shortages you probably won't really get a significant upgrade over your current 1060. If you want a better cpu you could for a 10th gen i7 or 5th gen ryzen 7 cpu paired with a similar motherboard which will cost you about an additional 100$ or so.

updated the power supply and got a i5 11000f. Better?

A B560 board will be cheaper while still offering memory overclocking, so I would suggest getting one of those, you can get it, I just wouldn't recommend doing so.

Oh thanks! I forgot my cpu wasn’t unlocked!
