It's possible but you can already just run windows 10 and run XP in a vm which essentially allows you to run the OS on a computer in a safe manner if connected to the internet and doing less than smart browsing.

As far as the machine being isolated from the internet it wouldnt need a security update , or if the machine is connected to the internet on a small network but not actually browsing or transferring unmonitored data then it also wouldnt need security updates.

It's definitely possible for someone to do, but that's not to say it will ever happen. It would be extremely complicated to do, and wouldn't be worth it. It would be much less secure than an official update, as it would be likely that there would only be one or two people working on it, rather than the entire teams that Microsoft would dedicate to this purpose.

 

Basically, yes it's possible to do, but it won't happen.
