Pc hang/freezes but can still move mouse?

So I will attach a video for reference but my pc has recently started doing this thing where it will randomly freeze under load usually a game but it still let's me move the mouse but nothing opens. At first I thought it was the internal USB hub I added but then when I disconnected it it was still doing the same thing and I noticed the backplate of my gpu was pretty hot when I touched it on a whim. Anyone have any advice as to what could be wrong? Keep in mind all the rbs is supposed to be on a "wave" so it was moving and cycling for those familiar with razer. But this is what happens and I have to hard shut down to get it to do anything.

Sounds like thermal throttling
