I need help with building a server

I need a new PC to serve as my home server. I have an old PIII system, but even Linux can't work properly on it. Plus, it is limited on upgradability. I need a new system that can feature today's technology and have some upgradability, yet is small enough to be hidden. It is going to be a file server, mail server, media server, and possibly a HTPC. It MUST have PCIe, able to encase 2 hard drives, 1 SSD, and has WiFi.

Current Rig: Intel Core 2 Quad Q6600, Abit IN9-32MAX nForce 680i board, Galaxy GT610 1GB DDR3 gpu, Cooler Master Mystique 632S Full ATX case, 1 2TB Seagate Barracuda SATA and 1x200gb Maxtor SATA drives, 1 LG SATA DVD drive, Windows 10. All currently runs like shit :D

Must be under 300 bucks, if possible.  I want a slim case with a lot of fan mounts.

US. 500 bucks or under. No, nothing reuseable. The only thing remotely close to reusable is 2 LGA 775 PCs, a Q6600 and a E4500, both in use. Everything else is outdated, with PCI, AGP, and ISA, as well as DDR RAM.

OMG!! YOU TOO?? Crap, my dad did that for me and my brother. Weekends, he only let us use PC for homework, nothing else. Friday, 1 hour free time. Sat and Sun I only get 2 hours each day. And I can't bank time.
