1080ti stuck on 139mhz

Hello,

 

I recently bought a Gainward 1080Ti "Golden Sample" second hand and a few hours ago I had a bluescreen and upon starting the PC again the GPU was stuck on 139mHz. I have tried uninstalling/reinstalling drivers and I have also tried reseating the GPU. I also tried disabling all services on startup. Has anyone experienced this problem and knows how to solve it?
