I made a post on this a while ago then promptly forgot to check it again.

im building a new pc, and I can’t get it to power on, I’ve checked the motherboard USB ports and they are getting power, I’ve tried shorting the power pins with a screw driver, but it just won’t power on.

 

specs:

Motherboard: asrock b450m pro4

cpu: ryzen 5 2600x

gpu: asus tuf 1660 super

power supply: evga 450gm supernova

ssd: Samsung 860 evo

ram: gskill ripjaws 3200

Are you sure everything works and is plugged in? Also have you tried unplugging it and plugging it back in?

I have unplugged and replugged every cable plugged into the motherboard and the power cable, and even got a replacement motherboard

Well, that is probably a different 'rail' which may work while the main rail does not. Worth trying a new psu then.

 

You checked everything, it doesn't 'power on' which kinda implies power issue. 

 

(Btw cpu plugged into power on the motherboard, cpu fan attached and plugged in into motherboard also... ?)

My USB ports still get power, and I did check to make sure the cpu fan was plugged into the right header

okay you can post pics,  people here are generally really good at spotting mistakes, but otherwise as I said next step would be to try another power supply and that includes changing all cables as cables are generally not interchangeable between power supplies.

Move both RAM sticks to the right 1 slot.

I'd connect your GPU with the first set of connectors in the pigtail. 

And then try to start again.

 

Edit:

Your front IO isn't connected properly. It's only half plugged in.

It lines up with those pins on the motherboard?

Have you tried removing this extension? I don't see where it came with the PSU. let's try without it to rule that out as well.

It’s a 24 pin extension from cable mod, need it for the 24 pin to reach, and motherboard has power with it anyways

Do you still have the breakout cable? On the first page of your H510 Manual it's letter "H" If you have the full connector lined up with the pins on the motherboard, it's not right. Look at the slots in the connector that don't have wires. Use the breakout cable. Hook up just the power switch to the correct pins and try again.
