It's kinda hard to say with only CPU/GPU.

How much RAM at what speed?

Does it have an SSD or HDD? How much storage?

What power supply does it have? Will it set your system, or house on fire?

What Mobo?

Is the case a sealed box without ventilation?

Very highly doubt it, but we can't tell for certain with such vague specs and no price tag. Are you asking if it's just a good configuration for a prebuilt, or if it's good for the price? Good period? Also, "Good" is somewhat subjective. What do you want to do with the system and are you willing to build a pc yourself?

From a prebuilder? Yeah... probably won't happen.

An RTX 3070 and a 9700k for 1.4k USD? Right now that's actually a great price. The components don't seem horrible either, I'd poke around and see if you can beef up the specs in the config for cheap, if not that's a reasonable build for the price- unless the prebuilder is hiding something lol. Annnd nope, not usd. 1.4k pounds for that.... ehhhhh. Wouldn't recommend. If possible I'd just wait for prices to calm down and build a pc yourself.

I just wouldn't really recommend a prebuilt like that for the price, even before VAT and shipping. If you really wanted a prebuilt- which I don't recommend for what you're getting at this price- maybe try a UK exclusive builder, instead of one that says they manufacturer all of their pcs in the US.

Nope. VAT says 200 extra. At checkout it says no VAT
