Yes (formatting a drive = removing all data from it)

Is there any chance my pc will use the windows on the m.2 and not the other ssd?

Depends on your boot order in the BIOS.

The boot order decides what the motherboard tries to boot from first.

For example, it's highly likely your BIOS' boot order is set to first look for the other SSD, then a USB device, etc.

If - for whatever reason - the M.2 slot is set as first in the boot order, the PC will attempt to boot from it. If that is not the case - and your other SSD is first in the boot order - that will not happen.

I got a new m.2, I installed windows on it but it kept on blue screening me. I got took it out of my pc and i plugged in another ssd with with windows installed on it and it now works. Before I send the m.2 back I wanna see if it works if i use it as storage only.

So, how do i remove windows from it? Do i just plug it in and format it? Is there any chance my pc will use the windows on the m.2 and not the other ssd?
