Why My PC Always Do This

My pc always make a stuttering sound when im playing a video or music. It always happen around 3 times every minute and its very annoying. It affects the frame rate on gaming, when the audio stutter the frame rate drop to 10 and goes back to normal again. Here is an example how the audio sound like wh

en im playing music. its doest do it that often but thats just an example so you can imagine what its sound like. I have tried everything, i reinstall the audio driver, the graphics driver, i even do a fresh windows installation but it always do that audio stutter. Can anyone help me and explain whats happening here.
CPU : RYZEN 5 3400G

MOBO : AORUS B450 ELITE

RAM : CORSAIR VENGEANCE LPX 16GB 3200MHZ 

PSU : ANTEC VP 550P V2

Have you checked the hard drive health?

Have you looked into the Event Viewer and seen if there is anything in the System subsection that might shed light on the problem?

Measure the DPC latency and see what drivers or programs affect it .... there's various software products to measure..

I suspect there's a driver or a service that's causing issues and preventing the sound card from working correctly.

What software is that? I don't recognise it. I've never used it before. I work with audio as well.

It could be a cpu bottleneck. Maybe the app is only running a thread or two so it's stuttering at points, under load. Remember all the little changes you make to an audio file add up to cpu usage during playback testing.

ok let me clear things up, it doesnt happens only with the software which is i use fl studio. but it happens everywhere, when i play youtube the audio stutter the video playback also stutter, when playing game same thing. Even when im playing music and doin nothing on the desktop.

i can clearly see something is wrong here

thanks for the answer now i know whats happening here. Hope i can fix it.
