I was just browsing ebay today and I stumble upon this 3060 TI selling for 30 bucks. This is most likely some kind of scam but at the same time it could just be a steal. Is there anyway to know if it is legit??

No, not "likely", it is a 100% guaranteed to be a scam in every possible way. 

Even if they didn't say box only, you should never ever believe listings like this ever.

even seeing a RTX 3080 at msrp on ebay could possibly be a scam

If they send a box to buyer, then it by definition is not a scam. Its item sold as advertised. Now, if they send whole another box or don't send box at all, then we can talk about scam.

 

The bait is there and they rely buyer to be the stupid one. This really isn't that different from any other big commercial company selling you something with fine print under signed agreement. You are still the stupid one.
