I was just browsing ebay today and I stumble upon this 3060 TI selling for 30 bucks. This is most likely some kind of scam but at the same time it could just be a steal. Is there anyway to know if it is legit??

If they send a box to buyer, then it by definition is not a scam. Its item sold as advertised. Now, if they send whole another box or don't send box at all, then we can talk about scam.

 

The bait is there and they rely buyer to be the stupid one. This really isn't that different from any other big commercial company selling you something with fine print under signed agreement. You are still the stupid one.
