Only the revised versions of the controllers use Bluetooth.

 

The Wireless adapter for PC and connection to the Xbox One uses a proprietary implementation of WiFi. It's not 2.4GHz AFAIK, but I'm not sure what band it uses for sure. They don't connect via Bluetooth unless specifically connected as a bluetooth device to a PC/tablet.
