my pc is slow

ok so, my usually runs fine, but recently its been running really slow. so i opened task manager and went into the performance tab, that's where i realized that something was wrong. it says my base speed is 0.41 GHz but its supposed to be 2.10GHz. can anybody tell me how to fix this? i don't really know much about pc stuff so don't make fun of me if its something simple to fix.

Open elevated CMD and paste this: powercfg -duplicatescheme e9a42b02-d5df-448d-aa00-03f14749eb61 . This will give you a Ultimate Performance Power Plan on Windows 10. 

 

I just now notice that this is a laptop you are talking about. If you do use the command above please note that this will impact your battery life.

Yeah, I just edited my post to let him know, as I noticed he is talking about a laptop, even though he didn't specify.

ok so i did what u told me, but when i went to check my power plans all i saw wa "balanced" and "dell" did i do something wrong?

ok so i tried this, but it didnt show up wheni went to power plan settings. all that showed up was "balanced" and "dell". did i do something wrong?

This is why the guideline for posting in this section of the forum calls for certain information to be provided when posting the question. What type of DELL desktop are we talking about, considering that it uses mobile i3-10110U? Also DELL uses a custom image of Windows 10, which lacks certain settings. The only way to overcome this is to reinstall Windows by using Microsoft's image. Now regarding the CPU throttling, it can be overcome in two ways. First option is you can go into the BIOS and and disable C-states. Second option is to download and install throttlestop: https://www.techpowerup.com/download/techpowerup-throttlestop/ . Do note this will significantly increase the heat output of your device.

sorry for not specifying what my computer, im new to this whole forum thing. but i have a question, if re install windows, will it delete all my files and apps? (btw imma leave a image with my pc specs and and other info)

Reinstalling Windows will delete everything. Make sure you back up all of your important data before proceeding with it. You can use the Media Creation Tool from Microsoft: https://www.microsoft.com/en-us/software-download/windows10

So I reinstalled windows with the link you gave me (and I watched a tutorial on YouTube just to make sure I didn’t mess anything up) and it didn’t work. I’m starting to think that there is something wrong with my computer.

Your CPU doesn't just run at the fastest speed it can manage all the time. If you're not doing anything, it's going to downclock, and that graph shows your CPU utilization is only at 8%. Would you expect a car engine to be at 8000rpm while idling? There may be a reason it feels like your PC is running slow, but we can't determine anything by looking at the clock speed while you're just sitting on the desktop. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Hey sorry for late response. But sometimes my CPU % goes up to 100% out of nowhere and then goes naval down to like 8-15% for a minute. It repeats that over and over again. It’s seriously starting to frustrate me. Let me know if u need any other information about my pc, or anything else.
