I don't think the mobo/cpu you selected supports DDR3...

You need to get a Z490 motherboard otherwise you cannot run the memory at 3200mhz.

alternatively you can use this:

I need to add that as of right now I have my current rig in a CM Strom Scout Advanced 2 case. I want to liquid cool this next machine with an AIO for performance, but dunno if I should get a new case for that or keep the one I have for a 120mm rad.

No, there's nothing you need to know, it's just a CPU. Will work the same way as that Intel.

Runs cooler and faster in non gaming workload.

Are you familiar with AIO cooling? If so would you have a recommendation for case and cooler for either the 10th gen or AMD

Almost all AIO can work with intel or amd. Just take your pick for your budget, they perform similarly.

Are you looking for aesthetics or cooling performance, because you can just use a good Air cooler and get similar result.

Easier to install and maintain.

Performance, my experience with the haswell line of processors has me worried about temps

My PC at 4.1ghz only use a cheap $40 Hyper 212 max 70c.

If you wanna get more performance go buy a noctua nh-u14s, noctua nh-d15 or bequiet dark rock pro 4. Will get you up to 5c less.

On AMD side you won't need to worry about temps only on current gen Intel.

Im sorry to keep bothering you, I havent built a computer in a while so all this new tech is kinda overwhelming. The Z490 MB I am looking at says it has an 8 + 4 power slot. I am reading conflicting information and cant find a good enough answer. Do I need both 8pin and 4 pin to power cpu and mobo stuff?

If the manual said so yes, but usually you can get a way with only one 8 pin.

Most high end PSU have 8+8 cpu power, that can be split into 2 fours.
