Trying to setup a synchronous storage server but don't know where to start

I am trying to replicate a concept idea for my IT internal exam. I have always wanted to run a server on my local pc throughout my home network only.

 

What would happen is that I would upload files on the server through my computer, such as images or videos, and when I connect my phone or another computer to my internet, it automatically connects to the server and downloads all that has been uploaded onto that folder from the server preferably without human interference. What do I need?

 

I was suggested the WAMP application by my teacher and am currently learning SQL to get to use it but that's only one problem. It's quite advanced and at this point I really need some guidance.
 


Are there more suitable applications for this? Is there a more efficient way for me to run this without learning php (which I am 99% sure would need if I use WAMP)?

This can also be easily achieved by a NAS and some cloning software.
Access is usually easily granted, but copying files to a device might need a little setup.

When i ask for more specs, don't expect me to know the answer!

Sounds like an interesting idea. You might be able to accomplish it easier using javascript instead of php.
