Well it's Windows on a hard drive after a reinstall. It's probably blasting it to hell and back doing updates and whatever other headassery Windows does on fresh installs. Hell, in the screenshot its reporting a consistent ~20Mbps download, so unless you're downloading something... Probably Windows updates.

I have not ram windows off a spunky disc in a long time. I’m sure it’s doing all sorts of updates and caching things.

Newer Operating Systems make so many micro-sized disk/read writes on a regular basis that cause most spinning rust disks (HDDs) to slow to a crawl. Windows 8/8.1/10 and MacOS versions from 10.9 onward really shouldn't be installed on an HDD anymore, though that doesn't stop some computer manufacturers from cutting costs by not including a boot SSD. Upgrade your boot drive to an SSD and the problem will go away.

Could help a little bit.
I do it for SSD based Pc's too,.. when you close a Windows App, it actually closes now, not remaining in background ready for use.. (To which I say, I'll use it when I need it)

I would suggest a Windows Tweak video but they have so many things to do and you don't need all of them.. just Drive/App/Loading specific ones.
