Can Cpu temp cause frame throttling

as the topic says, i found out that my temps while gaming is 70 degrees, and the load is on 30%, can this possible cause throttling?

gtx 770 2x

No, I think you would have to reach like 90-100c for it to throttle (or I think it shuts down your computer at that point)

sandy/ivy/haswell don't throttle at 70c

I think it increase latency of some components at higher temps...

CPU when throttling will cause huge frame drops, but that happens at around 100 degrees Celsius. 70 degrees is just fine for your CPU, anything up to 80-85 degrees is ok.

Frame drops when CPU load is at 30% are from some other reason. Your CPU would need to be maxed for it to be reason.

70 °C at 30% load is much, but no reason to throttle.
