Is it possible to setup a router as repeater without cable

Since there is no network device or cables in your apartment, I assume you don't pay for internet either?

Possibly, but only if the router has a specific 'act as AP / Repeater / Router' function.

 

Actually, I've only seen this on wireless access points and not routers but the option will be obvious if its there.

Since there is no network device or cables in your apartment, I assume you don't pay for internet either?

It's included in with rent. In Norway pretty much everything rentable apartment (apartment in a house) has it like that.

If it's a separate apartment with different address (different number/letter/...) then you should get your own internet connection. In Belgium we have a law that the owner of the building/apartment has to pay for the cabling and the tenant pays for the internet subscription.
