Does Geforce experience add the in game overlay for anything that the GPU directly handles?

My main monitor is an AOC27G2 (gsync) and I've noticed that when I pull chrome over to it the in game overlay pops up on the right (ya know the "record your gameplay" thing). I let chrome use gpu hardware accelerated graphics cuz it causes less problems when gaming/streaming and it made me wonder if anything I let my GPU handle will bring the overlay with it lol.

 

Also, oddly enough simply powering off my gsync monitor will make Nvidia freak out a bit "THERE WAS A GSYNC DISPLAY AND NOWS ITS GOOOOOOOONE!" not unplugging, mind you, just hitting the power button. Not really a big issues but its kinda weird to watch nvidia have a mini heart attack over it
