CPU Bottleneck Question

AMD's current Navi architecture handles 1080p better than nVidia's Ampere architecture, these benchmarks shows how far these processors can take the GPU and the RX6800 is simply going a bit farther.

What I am aiming for is super f*** high FPS gaming (280hz) for FPS competitive titles. Now, I just checked a few benchmarks and for:

 

1. 3600+6800

2. 3600+3070

 

Why is it that 6800 bottlenecks at a higher FPS than the 3070 on the same processor? 

#At about 260vs300 (R6-1440p)

#At about 96 vs 102 (Horizon zero dawn)

#and many more

Don't processors have smililar (if not same) FPS caps? Isn't CPU Bottleneck at low resolutions; defined by the max amount of frames it can process? How is it different for different GPUs by this big a margin? Wouldn't a processor that makes a 3070 sit at say....80% make 6800 sit at ~%70 or something on the same processor with near identical FPS?

 

Also, I'd like thoughts from you guys about

5600x+3070 vs 3600+6800 (they cost exactly the same) super high refresh rate FPS gaming (ASUS VG259qm)

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

They are two totally different gpu's made by two different companies using totally different software and firmware.  They really have no right being as similar as they already are in the first place. Kinda an oddity of modern computing vs how it used to be done with 100% different api's where two gpu's couldn't even do the same tasks.

Makes sense. It would seem that my way of thinking was quite narrow
