BIOS/clock setup for 5900X? (from a desktop CPU noob)

Running everything at stock, the CPU runs at 75-80C, I've tried reapplying the paste and cooler to no avail.

I found that my mobo has an "auto tweaker" function, which lowered temps to 45-50C, but the clocks were limited to 3.9GHz. I'm guessing this rules out the issue of the cooler?

 

Both scenarios are pretty bad, so what settings/programs should I use to optimize this? Better thermals, but not sacrificing my clock speeds? As I am a total newbie when it comes to CPU configuration, any help would be appreciated!
