A friend wants an SSD in their system although he has an H61 chipset with just SATA 3GB/s ports. Will the performance degredation be very noticable from SATA 6GB/s to 3GB/s for stuff like system start up/browsing etc. ? I know that it will affect it when moving large files but will it also affect it during everyday operations?

It's still worth the upgrade like ShadowCaptain said. And in some cases an article said that in real world scenarios you won't notice a huge difference between Sata 3 & 6 SSD speeds.
Either way it will still boot and perform much faster than your run-of-the-mill HDD.
