Apartment complex networking, but they dont know how to network?

Okay so my complex installed new AP'S throughout the building.  They installed one that worked as wifi but the ethernet ports were not working.  Today they installed a new one and again the ethernet ports arent working.  The model is a cisco air ap1815w-b-k9, it does Its bootup flashing green when plugged into the cat 5 coming from the wall, then if i plug something into the lan 1, it will flash green 4 times, then flash red/amber/red, then non stop flash red.  The non stop red code means that ethernet ports are not working, the red/amber/red means there is a flash file system error.  Wtf is a flash file system error and what do i tell my technologically incompetent apartment complex?

Hahah they said they have them enabled, but the people installing them know legit nothing about technology.  They are literally just plugging them in and leaving...

So have their support help you connect a device to the ethernet and have it connect. 

 

WIth IT managed systems you really can't go around it, you gotta work with their support. If the support sucks, ask for a discount on the rent or similar until its fixed.

Do you even know thats the correct error code? You can't the the logs the devices is making which are much more useful, really IT is your best option here.
