It's just a very minimal i486 - based PC that gets its power from the bus. These kinds of setups are rather rare nowadays, but they existed so you could basically have multiple PCs in the same case and could e.g. run some long-running number-crunching on one of these while the main system was handling user-interfaces and other critical stuff.

They were ISA only, I had PCI on the brain, can't type today, no brain.
