Slow Connection Steam in home Streaming

Hope someone can help, I have two host computers and I am in home streaming on steam and Moonlight. I have no issues with Moonlight my issue is with steam in home streaming.

  1. I have great connection 80mbps and up on PC2. 980ti Ryzen 1700
  2. I have a low 25 mbps connection on PC1 2070s Ryzen 3600
  3. Both on the same wired connection Cat6
  4. Both have fast connection and no issues using Moonlight Streaming issue is only with Steam.
  5. I am streaming to a Amazon Fire TV Cube. 

Any Ideas, everything I have tried has failed.
