5Ghz low temps

CPU was pulling 180w reported for CPU-Z

I recently upgraded my CPU from a i5-6600k to i5-9600k and overclocked it to 5Ghz and 4.7ghz cache speed with no additional voltage but I my temps seem to low to be true when I stressed the CPU it had a avg temp of 25 min 34 avg and 38 max 

I have a 240mm radiator with push pull. I was just wondering if these are normal temps or not

the max temp is very low, what software did you use for stress test and how long did you stress it for. Also did you stress it or just play a game for a few minutes

Not buying 38c, lol.

 

Something isn't reading right or you're looking at the wrong sensor

I got it finally got more accurate temps I used a combination of Prime 95 and hw monitor I got these temps 23 min 84 max no avg though when it was at the end of testing it just stayed at 84 till I turned it off.

Also I ran prime 95 torture test for 60min

HWMonitor is unreliable and speedfan is horribly out of date. Use HWInfo or LibreHardwareMonitor.
