GPU Running at wrong PCIe

I built my PC a bit over a year ago and was aware that the GPU would be running at 8x due to the riser cable included with the case, I figured I'd get around to replacing it eventually.
Well that eventually has finally come and after what feels like the 100th time tearing into this system [Originally built it for a class] I got a proper 16x riser cable installed but to my surprise GPU-Z is reporting that it's still running at 8x.
I was under the impression that it would just automatically go from 8x to 16x, so I won't be surprised if there's a BIOS setting I was supposed to flip somewhere.
Given that the board is Mini-ITX, I'm pretty sure the GPU is in the correct PCIe slot as well.

Is the test supposed to end by itself or just end it it whenever? So far it hasn't changed anything after running it for about 10 minutes.

The BIOS was already set up this way when I looked just now.

no it will run forever.  It is just supposed to stress your GPU a little, and usually bring up the pciex slot to full speed.  You would know something changed because it would change in the bus interface box

 

What else do you have plugged into your pciex slots or m.2 drives

Only 1 PCIe slot.

M.2 slots each have an SSD, Total of 2 drives in M.2

Well, I'll be... Didn't even consider that until you mentioned it. I was hoping to at least be able to run 1 of the M.2 slots.
I suppose I wouldn't be gaining that much performance by going 16x so it'll be more beneficial to keep my SSDs installed.
