Looking for better performance with (and without) RTX

its Just RTX in general, its just so poorly done and they simply dont have the hardware to run it well. Its going to take 2 more generations to get it to the point in which you can run it without much of a performance hit, and thats IF they keep it. To me its just a marketing gimmick since we still dont have that many titles that use it, and when they do its just SUCH a performance  hit. It makes the games look nice for sure, but until it doesnt destroy gaming performance, 99% of people will never use it.

Budget: Around 900
Country: USA

Games, programs or workloads that it will be used for: Mostly Cyberpunk 2077 but also Escape from Tarkov, Elite Dangerous, and lots of other heavily modded games like Minecraft, and Skyrim. I also run Discord and do the occasional bit of streaming to my friends.

Other details: I am currently running a RTX 2080 Super with a Ryzen 7 3700X and 32gb of 3200 MHz RAM that I upgraded to from my old 1080 back right before the 3080 dropped. I'm happy with the cards performance in most games, excluding EFT (which I mostly write off to the game being early access and just having some general issues) But Cyberpunk and other RTX titles tank my performance just a bit too much for my liking, even with DLSS turned on. 

My question here is, (assuming that availability wasn't an issue) would I be better off getting an upgrade to my CPU or to my GPU? Both seem to be pretty maxed out when I'm running Cyberpunk, but I'd just like to get some opinions.

RTX is trash, and you are using first gen hardware. Its just not going to go well for you. Cyberpunk is going to struggle no matter what until they fixed the issue with it so i wouldnt worry too much about it.

For the most part yes, I have run into some games that don't seem to play too nicely with the build though. Mainly Tarkov where (compared to my old setup) my performance got worse, with regular stutters.
