Hi. I'm running 5900x with Noctua D15S + Phantek P500A. I did stress test in AIDA64 for an hour and here are results:

Are they considered "okay" or it's bad? Also when I play games it sometimes reach 80-83*C for one CCD (the one that is hotter one) for a moment.

max was 85c? That is good for the aida settings. That is the worst case scenario when you stress the cache and fsp also.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

CCD1 is always hotter for me and gets higher temps. Any idea why this could be a thing?

Uneven mounting pressure possibly. Conventional coolers have more pressure at the centre of the heat spreader but AMD has their dies off to the side of the chip. Traditionally chips were centred on the package so being slightly convex at the middle of the cold plate made more sense. You could sand/lap both the IHS and cooler cold plate but it isn’t likely worth the effort.

 

Der8aur made a cooler offset kit but it may have issues with clearance on your motherboard. Outside of that there’s always other coolers, or you could try remounting after cleaning both surfaces thoroughly and using high quality paste

I tried to re-seat NH-D15 twice without any luck. I tried to apply thermal paste (NH-1) differently: dot and evenly spread with expired credit card (always found plastic of credit card really good for applying thermal paste but it just personal preference)
