Yeah its hard to know what to suggest without some kind of budget, but if your budget is too small like sub $400 it might even better better to shop local like cragislist or something for whatever you can find. There's a decent amount of youtubers who do budget builds who could be worth checking out if your really strapped for cash.

I can give like 400 dollar for a graphics card the processor isn't necessary

Yes it might very well be. the a8-9600 is absolute straight garbage (i know since I had one) and even getting a decent GPU, it unlikely that you will see much fps gain. Shop around a bit, should be able to find like a 4th gen i5 motherboard + CPU for $200 or less along with a 1060 6GB for $200 or less. Even like a core i5-4460 would absolutely destroy a a8-9600 when it comes to gaming. Even a lot of FX series CPUs from AMD which were known to be terrible beat out AMD's APUs. Here are some examples of Ebay listings I found too,

or you could get ryzen 3 3100+ mobo for less than 200 and beat i5 4460 easily. It matches/ beats the 9400f pretty much. 

 

and for 200$ you  could get 1070 ti, 1060 for over 100$ is a rip off

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

A $400 video card will most likely not run at its maximum performance because it's slowed down by your processor. 

 

The processor benchmark score for A8-9600 is 3,290  CPU Mark and 1,483 Threadmark

 

Even a Ryzen 1200 (quad core without hyperthreading) scores 6,317 CPU Mark and 1,924 Threadmark ... so it will be almost twice as fast than what you have.

 

My advice, look for a used AMD RX 470 / RX 480 / RX 570 / RX 580  for around $100 , or maybe a AMD 5500x if it has a good price,  or from nVidia something like GT 1060 or 1660 or something like that. 

 

Get a Ryzen 1600 or Ryzen 2600 or something similar (6 cores with hyperthreading or better), Ryzen 1600 AF for example is arouns 150$ new on Amazon   : https://www.amazon.co.uk/dp/B07XTQZJ28

 

If you have just one memory stick, buy a second memory stick, as dual channels increases the performance by 5..15% in lots of applications and games.

I wish it was still a rip off, but prices have been rising across all markets including pre-owned. Been seeing most listing for 1070 as buy it new over $300 and seen some listing under $250 being canceled. End of November we had even seen a price spike in the Ryzen 3600 going over $300 new (thankfully its come back down to the lower $200s again) and with the paper launch of the 3rd gen GPUs, 2nd gen holders are not making as big of a splash in the used market driving down prices.
