850w. Rtx 3080 is power hungry. 

 A solid 750w unit is fine for that pair.

A good 750, or even a really good 650w unit is fine. you in no way need an 850w with that pair, speaking that even 9900k's drawing near 300w on some 650w psu's with an rtx 3080 where and are fine.

Is 750 Watt 80 PLUS® Platinum Certified High Performance SFX PSU solid enough?

 

The reason I'm even considering and not going for 850 (because the price difference is really not high) is because I need SFX.
(if I'll change the case then I'll go 850)

Don't think so, not one worth buying anyway as they would have the same issues due to the size of the PSU.

They can't handle the transient power spikes.

Yeah, that would be the smart thing to do.

 

It's just the SFX PSUs just don't have the room to put in the extra hardware to handle the power spikes.

 

They are like 976W from what he said, for 20ms... And he wasn't happy about it either.

Would it be enough for overlock? I'm considering to wait for the 3080ti and already have 5900X. Want to do some decent manual overclocking but can't decide 750W or 850W.

If you are going with a good tier A unit like an RM750x you should be fine, but I would go with 850 to play it safe.
