Will increasing power limit decrease lifespan?

For the GPU, yes but not to a meaningful or even noticeable degree. For the rest of the stuff however, depends on how well built the card is.

Its a gigabyte windforce 2070 super

Like, a few months off its many year life.
But it'll be considered old like the gtx500 or 700 series by the time that comes into play.

did you measure it or is that just what it says in specs?

Maybe but not before it becomes obsolete anyway. The bios will limit the power draw anyway, unless you are flashing a custom bios and doing some serious OC it' will be fine. You might need to replace thermal paste more often if it's running at higher temps and will probably increase the noise of the fans.
